Narrative:
Mako 1 was 1 of a 4-SHIP of fgt aircraft operating IFR on IR34 to 4-2901. ATC control with ZMA. ZMA cleared mako 1 flight to tactical frequency (avon range control frequency) and no issuance of TA's were given. Mako 1 was operating at 500 KTS and 1500 ft MSL noise abatement for that portion of IR34, route altitudes surface-2000 ft MSL. WX was VFR with a haze/scattered cloud-scud layer 1500-2500 ft with 5 mi visibility. Visibility in haze layer varied, but VMC mako 1 was on centerline of IR34, about to enter R-2901H for scheduled military range operations. Mako 1 lead (#1 of 4) visually acquired a high wing single engine light aircraft in the haze/scud layer at less than 1 NM to 1/2 NM crossing left to right (170 degree aspect) head on. Mako 1 initiated 6.5 'G' pull to avoid contact with the light aircraft. Miss distance approximately 500 ft. Visual acquisition range, speed (500 KTS plus) and turn radius at that airspeed and G precluded any action other than a high 'G' vertical pull. Recommend aircraft not transit know 'hot' restr areas and known 'hot' military ir rtes at the operating altitudes of those areas. Rec civil and contact artccs. Military ATC'second officerp agencies to avoid infringement and conflict with military aircraft. Recommend VFR stay VMC and not 'scud run.'
