Narrative:
We were cleared for visual approach 184 at ktpa. On short final, tower cleared another air carrier Y for takeoff in front of us (1/2 mi or less). We queried tower and were told to 'go around.' no other instructions were given! Air carrier Y continued on its takeoff roll and asked if there was a jet on top of them. We asked if we should execute the published ILS 18R miss and were told we were on a go around and not a missed approach, but again no other instructions were given. We knew that air carrier Y was under us and absent any instructions from ATC, we started a turn when tower finally woke up and gave us a heading. But by then, we had already received a TCASII RA to climb. We were then cleared for an 18L visual and cleared to land.

Title: POTENTIAL CONFLICT AFTER ACR X PERFORMS A GAR WHEN TWR CTLR ISSUES TKOF CLRNC TO ACR Y. AIR TFC PRIORITY MIXED UP.
Narrative: WE WERE CLRED FOR VISUAL APCH 184 AT KTPA. ON SHORT FINAL, TWR CLRED ANOTHER ACR Y FOR TKOF IN FRONT OF US (1/2 MI OR LESS). WE QUERIED TWR AND WERE TOLD TO 'GAR.' NO OTHER INSTRUCTIONS WERE GIVEN! ACR Y CONTINUED ON ITS TKOF ROLL AND ASKED IF THERE WAS A JET ON TOP OF THEM. WE ASKED IF WE SHOULD EXECUTE THE PUBLISHED ILS 18R MISS AND WERE TOLD WE WERE ON A GAR AND NOT A MISSED APCH, BUT AGAIN NO OTHER INSTRUCTIONS WERE GIVEN. WE KNEW THAT ACR Y WAS UNDER US AND ABSENT ANY INSTRUCTIONS FROM ATC, WE STARTED A TURN WHEN TWR FINALLY WOKE UP AND GAVE US A HDG. BUT BY THEN, WE HAD ALREADY RECEIVED A TCASII RA TO CLB. WE WERE THEN CLRED FOR AN 18L VISUAL AND CLRED TO LAND.
