Narrative:
Cleared for approach to runway 8L in atl with ILS tuned and idented at 5000 ft MSL. Captain had ILS selected and I was on the VOR for DME information until we were established on final. Approach called us to turn left and re-intercept localizer, we had gone through localizer. Captain's instruments never indicated localizer crossing but instead still showed us north of localizer on a good intercept heading. I immediately selected the ILS and approach was completed uneventfully. Captain's instruments were unusable throughout approach. We wrote up captain's ILS receiver and maintenance found the up-left test button stuck in test position. No off flags were visible and it was impossible for cockpit crew to tell that captain's ILS was in a test mode.

Title: MLG OVERSHOOTS ILS DUE FAULTY EQUIP. ATC CALLS FOR TURN TO RE-INTERCEPT.
Narrative: CLRED FOR APCH TO RWY 8L IN ATL WITH ILS TUNED AND IDENTED AT 5000 FT MSL. CAPT HAD ILS SELECTED AND I WAS ON THE VOR FOR DME INFO UNTIL WE WERE ESTABLISHED ON FINAL. APCH CALLED US TO TURN L AND RE-INTERCEPT LOC, WE HAD GONE THROUGH LOC. CAPT'S INSTS NEVER INDICATED LOC XING BUT INSTEAD STILL SHOWED US N OF LOC ON A GOOD INTERCEPT HDG. I IMMEDIATELY SELECTED THE ILS AND APCH WAS COMPLETED UNEVENTFULLY. CAPT'S INSTS WERE UNUSABLE THROUGHOUT APCH. WE WROTE UP CAPT'S ILS RECEIVER AND MAINT FOUND THE UP-L TEST BUTTON STUCK IN TEST POS. NO OFF FLAGS WERE VISIBLE AND IT WAS IMPOSSIBLE FOR COCKPIT CREW TO TELL THAT CAPT'S ILS WAS IN A TEST MODE.
