Narrative:
I departed from bow on runway 9L. During the takeoff roll I heard bow tower communicating with an inbound small aircraft aircraft which I understood to be southwest of the field. During my climb out, I inquired of the controller as to the altitude and position of the traffic. The traffic responded that saying he was at 2400 ft and I believe described himself as 2 mi south of the field. Recognizing the possibility for traffic conflict I held my climb at 15000 ft and after a few moments inquired again as to the traffic's position and altitude. Almost simultaneously the traffic replied that they were now at 15000 ft (my altitude) and I was able to make visual contact with the traffic at 12 O'clock and less than 1 mi. I made a slight turn towards the right and the traffic passed off my left wing at the same altitude and approximately 500 ft separation. I believe this conflict could have been avoided had the controller at bow tower recognized the potential traffic conflict and either directed me to depart straight out or taken some other kind of positive action to avoid potential conflict. My takeoff clearance as I recall was 'clear for takeoff, right turn, sbound.' I believe I complied with this instruction and this near miss should have been avoided.
Original NASA ASRS Text
Title: SMA ON INITIAL CLB HAS NMAC WITH SMA INBOUND.
Narrative: I DEPARTED FROM BOW ON RWY 9L. DURING THE TKOF ROLL I HEARD BOW TWR COMMUNICATING WITH AN INBOUND SMA ACFT WHICH I UNDERSTOOD TO BE SW OF THE FIELD. DURING MY CLBOUT, I INQUIRED OF THE CTLR AS TO THE ALT AND POS OF THE TFC. THE TFC RESPONDED THAT SAYING HE WAS AT 2400 FT AND I BELIEVE DESCRIBED HIMSELF AS 2 MI S OF THE FIELD. RECOGNIZING THE POSSIBILITY FOR TFC CONFLICT I HELD MY CLB AT 15000 FT AND AFTER A FEW MOMENTS INQUIRED AGAIN AS TO THE TFC'S POS AND ALT. ALMOST SIMULTANEOUSLY THE TFC REPLIED THAT THEY WERE NOW AT 15000 FT (MY ALT) AND I WAS ABLE TO MAKE VISUAL CONTACT WITH THE TFC AT 12 O'CLOCK AND LESS THAN 1 MI. I MADE A SLIGHT TURN TOWARDS THE R AND THE TFC PASSED OFF MY L WING AT THE SAME ALT AND APPROX 500 FT SEPARATION. I BELIEVE THIS CONFLICT COULD HAVE BEEN AVOIDED HAD THE CTLR AT BOW TWR RECOGNIZED THE POTENTIAL TFC CONFLICT AND EITHER DIRECTED ME TO DEPART STRAIGHT OUT OR TAKEN SOME OTHER KIND OF POSITIVE ACTION TO AVOID POTENTIAL CONFLICT. MY TKOF CLRNC AS I RECALL WAS 'CLR FOR TKOF, R TURN, SBOUND.' I BELIEVE I COMPLIED WITH THIS INSTRUCTION AND THIS NEAR MISS SHOULD HAVE BEEN AVOIDED.
