Narrative:
The first thing we heard was 'traffic, traffic' on TCASII. Then traffic was called out by ATC to be at 12 O'clock and FL270. I asked ATC controller to confirm their altitude as our TCASII showed the traffic to be 400-500 ft below our altitude and climbing! As well as coming towards us. Simultaneously, ATC tried to make radio contact with the (fgt aircraft), 2 ship while our TCASII issued an RA to 'descend, descend.' then it commanded monitor descent. I spotted the 2 ship at 11:30 position and told the copilot, who was now hand-flying to turn right. Simultaneously, the 2 ship appeared to be turning to their right as well (our left). They appeared to level off whereupon our TCASII issued a command to climb while we were at 27400 ft and passing abeam the 2 ship, 2-4 mi away. We climbed back to FL280 without further incident. (Clear of conflict). The ATC controller said he didn't know what they were doing there. I suppose that meant that they were off track, out of their area, and at the wrong altitude.

Title: FLC OF ACR MLG ACFT DEVIATED FROM ASSIGNED ALT IN RESPONSE TO A TCASII RA DUE TO 2 MIL FGT ACFT STRAYING OUT OF NEARBY MIL MOA AIRSPACE.
Narrative: THE FIRST THING WE HEARD WAS 'TFC, TFC' ON TCASII. THEN TFC WAS CALLED OUT BY ATC TO BE AT 12 O'CLOCK AND FL270. I ASKED ATC CTLR TO CONFIRM THEIR ALT AS OUR TCASII SHOWED THE TFC TO BE 400-500 FT BELOW OUR ALT AND CLBING! AS WELL AS COMING TOWARDS US. SIMULTANEOUSLY, ATC TRIED TO MAKE RADIO CONTACT WITH THE (FGT ACFT), 2 SHIP WHILE OUR TCASII ISSUED AN RA TO 'DSND, DSND.' THEN IT COMMANDED MONITOR DSCNT. I SPOTTED THE 2 SHIP AT 11:30 POS AND TOLD THE COPLT, WHO WAS NOW HAND-FLYING TO TURN R. SIMULTANEOUSLY, THE 2 SHIP APPEARED TO BE TURNING TO THEIR R AS WELL (OUR L). THEY APPEARED TO LEVEL OFF WHEREUPON OUR TCASII ISSUED A COMMAND TO CLB WHILE WE WERE AT 27400 FT AND PASSING ABEAM THE 2 SHIP, 2-4 MI AWAY. WE CLBED BACK TO FL280 WITHOUT FURTHER INCIDENT. (CLR OF CONFLICT). THE ATC CTLR SAID HE DIDN'T KNOW WHAT THEY WERE DOING THERE. I SUPPOSE THAT MEANT THAT THEY WERE OFF TRACK, OUT OF THEIR AREA, AND AT THE WRONG ALT.
