Narrative:
Student pilot flying. Air carrier X level FL240 between irk and uin on rivers 1 STAR to stl. High haze layer. TCASII alert 'traffic, traffic' with amber hollow diamond. Observed 2 small targets passing from left to right. One at 12 O'clock and one at 2 O'clock. Then immediately, 'descend, descend' from TCASII. Red arc to 2000 ft down. PF disconnected autoplt and descended to approximately 23000. Passing through 23700, another target was observed through the captain's windshield coming directly at us. No relative motion. It then made a 70 degree to 90 degree banking left turn and climbed over our flight path and joined the other 2 targets. ATC was advised of the altitude deviation. ATC advised that the target was level at 25000. I told them about the closeness, approximately 300 to 500 ft and they gave me a phone number to talk to ATC. Supplemental information from acn 236282: air carrier X (FL240) vertically separated from military fgt's at FL250 deviated 300 ft from ATC clearance and questioned controller handling of vertical separation.

Narrative: STUDENT PLT FLYING. ACR X LEVEL FL240 BTWN IRK AND UIN ON RIVERS 1 STAR TO STL. HIGH HAZE LAYER. TCASII ALERT 'TFC, TFC' WITH AMBER HOLLOW DIAMOND. OBSERVED 2 SMALL TARGETS PASSING FROM L TO R. ONE AT 12 O'CLOCK AND ONE AT 2 O'CLOCK. THEN IMMEDIATELY, 'DSND, DSND' FROM TCASII. RED ARC TO 2000 FT DOWN. PF DISCONNECTED AUTOPLT AND DSNDED TO APPROX 23000. PASSING THROUGH 23700, ANOTHER TARGET WAS OBSERVED THROUGH THE CAPT'S WINDSHIELD COMING DIRECTLY AT US. NO RELATIVE MOTION. IT THEN MADE A 70 DEG TO 90 DEG BANKING L TURN AND CLBED OVER OUR FLT PATH AND JOINED THE OTHER 2 TARGETS. ATC WAS ADVISED OF THE ALTDEV. ATC ADVISED THAT THE TARGET WAS LEVEL AT 25000. I TOLD THEM ABOUT THE CLOSENESS, APPROX 300 TO 500 FT AND THEY GAVE ME A PHONE NUMBER TO TALK TO ATC. SUPPLEMENTAL INFO FROM ACN 236282: ACR X (FL240) VERTICALLY SEPARATED FROM MIL FGT'S AT FL250 DEVIATED 300 FT FROM ATC CLRNC AND QUESTIONED CTLR HANDLING OF VERT SEPARATION.
