Narrative:
During a visual approach to runway 13 at jax international, fl, and on the localizer/GS, tower advised of aircraft at 10 O'clock position. Aircraft Y had made a missed approach to temporary runway 7R at jax because of misalignment or judgement with runway 7R. I finally made contact with aircraft Y as the aircraft entered into our approach path to runway 13 at same altitude. We made a sharp and downward right turn away from aircraft to avoid midair. We continued to the west and north and re-entered approach and landed on runway 13 with no further problems.
