Narrative:
Departed runway 1R las following mead 8 departure procedures. Turned toward bld VOR out of 4000 ft as per departure procedure. At 4500 ft rolling out on about a 110 heading, departure control requested turn to 060 degree heading. Complied immediately. Departure said clearance should have given us the 060 vector. We rechked pre-departure clearance had 'turn right heading 060 vector mead 8' as next to last line. I failed to make note of this statement after reading body of clearance which said 'cleared as filed las mead 8 pgs J72 7XO, etc, etc.' I should have caught the note below but I think it would be more effective to have the body of the clearance say cleared as filed 'except,' and put any changes or non-standard procedures in there. When I read 'cleared as filed' it predisposes me to expect the standard published procedures. Departure said this is a routine occurrence in las and he has been trying to get it changed. He also said he caught it in time and there was no problem.

Narrative: DEPARTED RWY 1R LAS FOLLOWING MEAD 8 DEP PROCS. TURNED TOWARD BLD VOR OUT OF 4000 FT AS PER DEP PROC. AT 4500 FT ROLLING OUT ON ABOUT A 110 HDG, DEP CTL REQUESTED TURN TO 060 DEG HDG.
