Narrative:

TCASII issued TA for traffic 10-11 O'clock, approximately 4 mi. RA issued climb, climbing traffic. Instructed by ivsi to climb 3000 FPM. We complied. Visual contact made after 'monitor vertical speed' command issued by TCASII. ATC gave no advisory traffic was in area. When we questioned after clear of traffic, controller made comment that other aircraft was probably united states custom service operating outside TCA. Other aircraft was an small transport jet. ATC should have been more alert to other traffic in area. It sounded like same controller voice on approach control frequency, tower frequency, and ground control. If so, then he was overloaded with areas of control.

Narrative: TCASII ISSUED TA FOR TFC 10-11 O'CLOCK, APPROX 4 MI. RA ISSUED CLB, CLBING TFC. INSTRUCTED BY IVSI TO CLB 3000 FPM. WE COMPLIED. VISUAL CONTACT MADE AFTER 'MONITOR VERT SPD' COMMAND ISSUED BY TCASII. ATC GAVE NO ADVISORY TFC WAS IN AREA. WHEN WE QUESTIONED AFTER CLR OF TFC, CTLR MADE COMMENT THAT OTHER ACFT WAS PROBABLY UNITED STATES CUSTOM SVC OPERATING OUTSIDE TCA. OTHER ACFT WAS AN SMT JET. ATC SHOULD HAVE BEEN MORE ALERT TO OTHER TFC IN AREA. IT SOUNDED LIKE SAME CTLR VOICE ON APCH CTL FREQ, TWR FREQ, AND GND CTL. IF SO, THEN HE WAS OVERLOADED WITH AREAS OF CTL.
