Narrative:

Our aircraft was overhead pvd VOR at 11000 ft MSL eastbound. Center advised VFR traffic at 10500 ft MSL, wbound, 1 O'clock position, 8 mi, in contact with him. Traffic appeared on TCASII showing minus 400 ft. This was followed shortly by RA of 'climb.' we initiated a climb and advised center of such (we never acquired traffic visually). Center advised, 'negative, maintain 11000 ft.' we had climbed to 11300 ft. By that time traffic had passed, and we immediately returned to 11000 ft.
