Narrative:

Captain was flying aircraft out of FL180 for FL190 TCASII informed us of an alert. At about the time we were leveling off we got an RA to climb. The captain executed the climb and climbed above an oncoming medium large transport which was leveling at FL200 in the descent. The problem arose because the TCASII was unaware either plane was leveling and because of the rates of climb and dscnts commanded by the AFDS.

Title: ACR HAS TCASII ALERT DURING CLB FOR ACR ON DSCNT.

Narrative: CAPT WAS FLYING ACFT OUT OF FL180 FOR FL190 TCASII INFORMED US OF AN ALERT. AT ABOUT THE TIME WE WERE LEVELING OFF WE GOT AN RA TO CLB. THE CAPT EXECUTED THE CLB AND CLBED ABOVE AN ONCOMING MLG WHICH WAS LEVELING AT FL200 IN THE DSCNT. THE PROB AROSE BECAUSE THE TCASII WAS UNAWARE EITHER PLANE WAS LEVELING AND BECAUSE OF THE RATES OF CLB AND DSCNTS COMMANDED BY THE AFDS.
