Crossed lancaster VOR outbound on V499 to 190 degree radial at 12000 ft. ZNY called traffic 12 O'clock. Received TA, then RA and initiated climb to 13000 ft. Visual reference to contact made as he passed in between cumulus buildups. He was in and out of IFR conditions without flight plan. Single engine aircraft. After threat, resumed 12000 ft clearance to bwi and informed center.
