Narrative:

The tampa 2 SID was given as clearance for departure from tpa airport. This SID includes a 250 KT airspeed restriction until further advised by ATC. The pilot and copilot both failed to notice the airspeed restriction on the SID. At 10000 ft MSL the aircraft speed was automatically increased to 320 KTS by the performance management system (pms) on the aircraft. At 15000 ft MSL ZJX called the aircraft and asked if an airspeed restriction had been issued as part of the clearance. It was at this time that both pilots noticed the airspeed restriction on the SID. At no time did the airspeed deviation cause a handling problem or conflict so jacksonville told aircraft to maintain present speed and not to reduce to 250 KTS. Human performance considerations: 1) cockpit distrs during review of SID prior to takeoff so speed restriction was not noticed. 2) very few sids contain airspeed restrictions so one was not expected. 3) airspeed restrictions are usually reviewed and given verbally by clearance delivery, but in this case only the name of the SID was issued, so no reinforcement of the airspeed restriction was given by clearance. What can be done to prevent a recurrence: clearance delivery should reinforce the speed restriction by stating it and requiring air crew to read it back.

Title: FLC OF AN MLG ACR ACFT FAILED TO MEET SID SPD RESTRICTION.

Narrative: THE TAMPA 2 SID WAS GIVEN AS CLRNC FOR DEP FROM TPA ARPT. THIS SID INCLUDES A 250 KT AIRSPD RESTRICTION UNTIL FURTHER ADVISED BY ATC. THE PLT AND COPLT BOTH FAILED TO NOTICE THE AIRSPD RESTRICTION ON THE SID. AT 10000 FT MSL THE ACFT SPD WAS AUTOMATICALLY INCREASED TO 320 KTS BY THE PERFORMANCE MGMNT SYS (PMS) ON THE ACFT. AT 15000 FT MSL ZJX CALLED THE ACFT AND ASKED IF AN AIRSPD RESTRICTION HAD BEEN ISSUED AS PART OF THE CLRNC. IT WAS AT THIS TIME THAT BOTH PLTS NOTICED THE AIRSPD RESTRICTION ON THE SID. AT NO TIME DID THE AIRSPD DEV CAUSE A HANDLING PROB OR CONFLICT SO JACKSONVILLE TOLD ACFT TO MAINTAIN PRESENT SPD AND NOT TO REDUCE TO 250 KTS. WHAT CAN BE DONE TO PREVENT A RECURRENCE: CLRNC DELIVERY SHOULD REINFORCE THE SPD RESTRICTION BY STATING IT AND REQUIRING AIR CREW TO READ IT BACK.
