Narrative:
After landing runway 28R sfo, hold short runway 28L. Cleared to cross runway 28L. As we were crossing runway 28L I noticed landing lights on at departure end of runway 28L. Closer observation detected that they were getting closer rapidly. I accelerated as fast as possible to complete the crossing of runway 28L. As we left the center of the runway an airplane passed overhead, I believe it was an medium large transport. It appeared that an airplane took off on runway 28L as we were crossing it. The first officer and I recapped the event and are certain that we both heard and acknowledged clearance to cross. Subsequent discussion with sfo tower elicited an apology saying 'this isn't our best work.' they advised that the tapes were being marked and that we did have clearance to cross. I believe the practice of changing runways close in and often at sfo may have contributed to this, it seems that even the tower does not have a complete handle on the changes.

Title: MLG ACR ACFT TKOF OVER TOP OF LGT ACR ACFT XING RWY AFTER LNDG DUE TO TWR CTLR ERROR.
Narrative: AFTER LNDG RWY 28R SFO, HOLD SHORT RWY 28L. CLRED TO CROSS RWY 28L. AS WE WERE XING RWY 28L I NOTICED LNDG LIGHTS ON AT DEP END OF RWY 28L. CLOSER OBSERVATION DETECTED THAT THEY WERE GETTING CLOSER RAPIDLY. I ACCELERATED AS FAST AS POSSIBLE TO COMPLETE THE XING OF RWY 28L. AS WE LEFT THE CTR OF THE RWY AN AIRPLANE PASSED OVERHEAD, I BELIEVE IT WAS AN MLG. IT APPEARED THAT AN AIRPLANE TOOK OFF ON RWY 28L AS WE WERE XING IT. THE FO AND I RECAPPED THE EVENT AND ARE CERTAIN THAT WE BOTH HEARD AND ACKNOWLEDGED CLRNC TO CROSS. SUBSEQUENT DISCUSSION WITH SFO TWR ELICITED AN APOLOGY SAYING 'THIS ISN'T OUR BEST WORK.' THEY ADVISED THAT THE TAPES WERE BEING MARKED AND THAT WE DID HAVE CLRNC TO CROSS.
