Narrative:
While being vectored for a visual approach to runway 23 at norfolk we were advised of traffic maneuvering at 2500 ft. We were cleared to 3000 ft. While on an assigned heading of 230 degrees and descending through 3400 ft we received a TA. I slowed the rate of descent and the first officer and I continued to look for the traffic. At 3300 ft we received an RA command to climb. I complied with the RA because we did not have visual contact with the traffic. At 3400 ft we saw the traffic and notified ATC. ATC confirmed we were clear of the traffic and cleared us to 1500 ft. We told ATC we had runway 23 in sight and ATC cleared us for a visual approach before we reached 3000 ft. An uneventful landing followed and I spoke with approach control after reaching the gate. He informed us that fish spotting was going on. This was not on the ATIS, and my opinion is that fish spotting on or near the approach path to a runway is a poor idea.

Title: FLC OF AN MLG ACR ACFT TOOK EVASIVE ACTION AND STOPPED THEIR DSCNT AND CLBED IN RESPONSE TO A TCASII RA.
Narrative: WHILE BEING VECTORED FOR A VISUAL APCH TO RWY 23 AT NORFOLK WE WERE ADVISED OF TFC MANEUVERING AT 2500 FT. WE WERE CLRED TO 3000 FT. WHILE ON AN ASSIGNED HDG OF 230 DEGS AND DSNDING THROUGH 3400 FT WE RECEIVED A TA. I SLOWED THE RATE OF DSCNT AND THE FO AND I CONTINUED TO LOOK FOR THE TFC. AT 3300 FT WE RECEIVED AN RA COMMAND TO CLB. I COMPLIED WITH THE RA BECAUSE WE DID NOT HAVE VISUAL CONTACT WITH THE TFC. AT 3400 FT WE SAW THE TFC AND NOTIFIED ATC. ATC CONFIRMED WE WERE CLR OF THE TFC AND CLRED US TO 1500 FT. WE TOLD ATC WE HAD RWY 23 IN SIGHT AND ATC CLRED US FOR A VISUAL APCH BEFORE WE REACHED 3000 FT. AN UNEVENTFUL LNDG FOLLOWED AND I SPOKE WITH APCH CTL AFTER REACHING THE GATE. HE INFORMED US THAT FISH SPOTTING WAS GOING ON. THIS WAS NOT ON THE ATIS, AND MY OPINION IS THAT FISH SPOTTING ON OR NEAR THE APCH PATH TO A RWY IS A POOR IDEA.
