Narrative:
BE35 was taxied from midfield intersection to another intersection close to approach end of runway 16L by back-taxiing on the runway 16L. BE35 performed runup on taxiway D and advised ready for departure. BE35 was cleared for takeoff on runway 16L intersection D. B737 on 2 mi final for runway 16R. I turned to record operation, then looked back to verify BE35 rolling on runway 16L. Spotted BE35 rolling on runway 16R. Sent B737 around, parallel runway. Advised BE35 not to climb too high. Since construction at the airport changed taxi patterns (closures, different runways depending on wind) some pilots are encountering back-taxi for first time. Parallax view from tower or runway 16R/left approach end is hazardous. Aircraft are virtually invisible at approach end of runway 16L.
Original NASA ASRS Text
Title: B335 NON ADHERENCE TO ATC CLRNC MADE WRONG RWY TKOF, CAUSED B737 GAR. PLTDEV.
Narrative: BE35 WAS TAXIED FROM MIDFIELD INTXN TO ANOTHER INTXN CLOSE TO APCH END OF RWY 16L BY BACK-TAXIING ON THE RWY 16L. BE35 PERFORMED RUNUP ON TXWY D AND ADVISED READY FOR DEP. BE35 WAS CLRED FOR TKOF ON RWY 16L INTXN D. B737 ON 2 MI FINAL FOR RWY 16R. I TURNED TO RECORD OP, THEN LOOKED BACK TO VERIFY BE35 ROLLING ON RWY 16L. SPOTTED BE35 ROLLING ON RWY 16R. SENT B737 AROUND, PARALLEL RWY. ADVISED BE35 NOT TO CLB TOO HIGH. SINCE CONSTRUCTION AT THE ARPT CHANGED TAXI PATTERNS (CLOSURES, DIFFERENT RWYS DEPENDING ON WIND) SOME PLTS ARE ENCOUNTERING BACK-TAXI FOR FIRST TIME. PARALLAX VIEW FROM TWR OR RWY 16R/L APCH END IS HAZARDOUS. ACFT ARE VIRTUALLY INVISIBLE AT APCH END OF RWY 16L.
