Narrative:
Landing my small aircraft, approximately 18 NM east kayoh intersection proceeding RNAV direct to kayoh and heading approximately 270 degrees. We just switched from ZLA to ontario approach control. Ont gave us clearance to descend from 12000 ft MSL to 8000 ft MSL. At about 10000 ft MSL descending we received a TA alert on the TCASII and an RA to climb at 9500 ft MSL. Between the TA and the RA the ont controller gave us a TA without altitude information. We sighted the high wing dehavaland at 11 O'clock approximately 1-2 NM and appearing level or slightly lower than 9500 ft MSL. I queried ont 'is that aircraft on an IFR flight plan?' ont responded 'no, he is carrying sky divers.' mixing traffic and controling authorities as in this case risks another accident. The ont (ontario approach control) controller could or should have pointed the traffic out sooner.

Narrative: LNDG MY SMA, APPROX 18 NM E KAYOH INTXN PROCEEDING RNAV DIRECT TO KAYOH AND HDG APPROX 270 DEGS. WE JUST SWITCHED FROM ZLA TO ONTARIO APCH CTL. ONT GAVE US CLRNC TO DSND FROM 12000 FT MSL TO 8000 FT MSL. AT ABOUT 10000 FT MSL DSNDING WE RECEIVED A TA ALERT ON THE TCASII AND AN RA TO CLB AT 9500 FT MSL. BTWN THE TA AND THE RA THE ONT CTLR GAVE US A TA WITHOUT ALT INFO. WE SIGHTED THE HIGH WING DEHAVALAND AT 11 O'CLOCK APPROX 1-2 NM AND APPEARING LEVEL OR SLIGHTLY LOWER THAN 9500 FT MSL. I QUERIED ONT 'IS THAT ACFT ON AN IFR FLT PLAN?' ONT RESPONDED 'NO, HE IS CARRYING SKY DIVERS.' MIXING TFC AND CTLING AUTHORITIES AS IN THIS CASE RISKS ANOTHER ACCIDENT. THE ONT (ONTARIO APCH CTL) CTLR COULD OR SHOULD HAVE POINTED THE TFC OUT SOONER.
