Narrative:
We were making a practice ILS approach to runway 15. About 4-5 mi final, tower advised us to hold minimum speed to follow a cherokee. On about 2 mi final, tower cleared us to land. As we were flaring out I noticed a cessna at the far end of the runway. We landed and the cessna cleared the runway. Tower said for us to call ground after we cleared. I do recall hearing xmissions during this time, but I don't recall the tower telling us to go around nor did the other pilot. I called the tower on the telephone and asked about it, the man said the controller was trying to tell us to go around. If so, he was not very emphatic about it, and he certainly did not repeat it, as would seem to be the proper thing to do. As to what happened to the cherokee, and where the cessna came in, I don't know.

Title: LNDG ON OCCUPIED RWY.

I CALLED THE TWR ON THE TELEPHONE AND ASKED ABOUT IT, THE MAN SAID THE CTLR WAS TRYING TO TELL US TO GAR. IF SO, HE WAS NOT VERY EMPHATIC ABOUT IT, AND HE CERTAINLY DID NOT REPEAT IT, AS WOULD SEEM TO BE THE PROPER THING TO DO. AS TO WHAT HAPPENED TO THE CHEROKEE, AND WHERE THE CESSNA CAME IN, I DON'T KNOW.
