Narrative:
Cleared to sac metropolitan, canoga 7, gmn transition clovis (czq) as filed, maintain 4000 expedite FL260 in 5 mins, departure frequency 124.2, squawk XXXX, below 250 KTS till advised. There was some confusion about gmn being OTS but prior to departure the tower informed us gmn was ok and confirmed canoga 7 departure. After takeoff vny tower instructed us to begin our turn and contact burbank. We began our turn to 210 degrees and climb to 4000 ft. We tried to contact burbank on 124.2, no reply. We continued and tried 2 more times, then switched to our #2 radio. Still no contact on 124.2. About this time we encountered a thunderstorm with moderate to severe turbulence and heavy rain and strong up- and downdrafts. We leveled off at 4000 ft, still no contact with burbank. Trying to maintain altitude and heading, we returned to vny tower on 119.3. We heard the tower telling us to turn right to 290 degrees and contact burbank on 134.2. We began the turn to 290 degrees and switched to 134.2. While turning, we continued to experience strong up-and downdrafts with heavy rain. On 134.2 we heard burbank instructing us to turn left to 260 degrees and climb to 6000 ft. At this point we were descending. We began a left turn to 260 degrees and the climb to 6000 ft. Later we heard turn to 360 degrees climb and maintain 11000 ft. The turbulence decreased somewhat as we turned north and continued to climb. No further problems to sac. We were instructed to call the area manager. We called in-flight and were told we had busted our altitude and heading. We were also told we had missed an instruction from vny tower to turn to 290 degrees after departure (this was to be an instruction on the ground). We again called, on the ground, and learned vny had never given us the turn instruction, also we were told we were at 5000 ft for 15 seconds and another plane had been diverted because of us. We feel the wrong departure frequency, not receiving the turn instruction prior to departure, and the thunderstorm all contributed to and caused the problem.

WHILE TURNING, WE CONTINUED TO EXPERIENCE STRONG UP-AND DOWNDRAFTS WITH HVY RAIN. ON 134.2 WE HEARD BURBANK INSTRUCTING US TO TURN L TO 260 DEGS AND CLB TO 6000 FT. AT THIS POINT WE WERE DSNDING. WE BEGAN A L TURN TO 260 DEGS AND THE CLB TO 6000 FT. LATER WE HEARD TURN TO 360 DEGS CLB AND MAINTAIN 11000 FT. THE TURB DECREASED SOMEWHAT AS WE TURNED N AND CONTINUED TO CLB. NO FURTHER PROBS TO SAC. WE WERE INSTRUCTED TO CALL THE AREA MGR. WE CALLED INFLT AND WERE TOLD WE HAD BUSTED OUR ALT AND HDG. WE WERE ALSO TOLD WE HAD MISSED AN INSTRUCTION FROM VNY TWR TO TURN TO 290 DEGS AFTER DEP (THIS WAS TO BE AN INSTRUCTION ON THE GND). WE AGAIN CALLED, ON THE GND, AND LEARNED VNY HAD NEVER GIVEN US THE TURN INSTRUCTION, ALSO WE WERE TOLD WE WERE AT 5000 FT FOR 15 SECONDS AND ANOTHER PLANE HAD BEEN DIVERTED BECAUSE OF US. WE FEEL THE WRONG DEP FREQ, NOT RECEIVING THE TURN INSTRUCTION PRIOR TO DEP, AND THE TSTM ALL CONTRIBUTED TO AND CAUSED THE PROB.
