Narrative:
We, student and I, were executing holds on the 130 degree radial at gee VOR 3000 ft MSL. As we approached the VOR heading 310 degrees another aircraft approached from approximately 260 degrees and turned to his left toward us. I took the controls and turned right. We were squawking VFR.
