Narrative:

Skywriting in class B airspace. Callback conversation with reporter revealed the following information: reporter was proceeding down the potomac river, VMC VFR. He feels that he ran into a portion of the dca class B airspace prior to contacting approach. The delay was due to the frequency congestion on approach frequency. He was on a mission to skywrite a woman's name and '...#1.' her imaginative boyfriend had ordered the service. The reporter did ask for permission to skywrite in class B airspace after contacting controller and was assigned 9500 ft to 10000 ft for that purpose. The area was over the city of washington, near the river. No comment was made by approach controller regarding the entry.

Narrative: SKYWRITING IN CLASS B AIRSPACE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR WAS PROCEEDING DOWN THE POTOMAC RIVER, VMC VFR. THE RPTR DID ASK FOR PERMISSION TO SKYWRITE IN CLASS B AIRSPACE AFTER CONTACTING CTLR AND WAS ASSIGNED 9500 FT TO 10000 FT FOR THAT PURPOSE. THE AREA WAS OVER THE CITY OF WASHINGTON, NEAR THE RIVER. NO COMMENT WAS MADE BY APCH CTLR REGARDING THE ENTRY.
