Narrative:
Departed runway 23 on IFR flight plan. Climbed 400 ft then turned 90 degrees left to depart left downwind. TCASII showed unknown traffic at 1 O'clock and plus 400 ft. I began to level my aircraft and look for traffic. TCASII showed plus 200 ft and descending at 1 mi. TCASII gave RA call, 'descend, descend.' I lower the nose and attempted to descend. Other aircraft (light twin) passed directly over the cockpit at about 50 ft. I heard no calls on FSS frequency 123.60 (from the other aircraft) before or after the near collision. Diagram on reverse shows flight paths and altitudes.

Title: NMAC BTWN A COMMUTER ACFT DEPARTING ON XWIND LEG AND TWIN ENTERING THE PATTERN ON THE DOWNWIND LEG.
Narrative: DEPARTED RWY 23 ON IFR FLT PLAN. CLBED 400 FT THEN TURNED 90 DEGS L TO DEPART L DOWNWIND. TCASII SHOWED UNKNOWN TFC AT 1 O'CLOCK AND PLUS 400 FT. I BEGAN TO LEVEL MY ACFT AND LOOK FOR TFC. TCASII SHOWED PLUS 200 FT AND DSNDING AT 1 MI. TCASII GAVE RA CALL, 'DSND, DSND.' I LOWER THE NOSE AND ATTEMPTED TO DSND. OTHER ACFT (LIGHT TWIN) PASSED DIRECTLY OVER THE COCKPIT AT ABOUT 50 FT. I HEARD NO CALLS ON FSS FREQ 123.60 (FROM THE OTHER ACFT) BEFORE OR AFTER THE NEAR COLLISION. DIAGRAM ON REVERSE SHOWS FLT PATHS AND ALTS.
