Narrative:

While on the arrival to clt, ATC issued clearance to be at 11000 ft 20 mi north of shine intersection. We do not dispute this, however, for an unknown reason both pilots thought he meant be at 11000 ft at shine, which is a common clearance. For some reason, we both were surprised when he questioned us when he saw we were not going to make the clearance. I do not know what factors could have contributed to our misunderstanding of this simple clearance. There was no conflict. The controller was rightfully irritated.

Title: ALTDEV XING RESTR NOT MET.

Narrative: WHILE ON THE ARR TO CLT, ATC ISSUED CLRNC TO BE AT 11000 FT 20 MI N OF SHINE INTXN. WE DO NOT DISPUTE THIS, HOWEVER, FOR AN UNKNOWN REASON BOTH PLTS THOUGHT HE MEANT BE AT 11000 FT AT SHINE, WHICH IS A COMMON CLRNC. FOR SOME REASON, WE BOTH WERE SURPRISED WHEN HE QUESTIONED US WHEN HE SAW WE WERE NOT GOING TO MAKE THE CLRNC. I DO NOT KNOW WHAT FACTORS COULD HAVE CONTRIBUTED TO OUR MISUNDERSTANDING OF THIS SIMPLE CLRNC. THERE WAS NO CONFLICT. THE CTLR WAS RIGHTFULLY IRRITATED.
