Narrative:
Aircraft X was taxiing for departure runway 13 to hold short of runway 22 at taxiway F. Aircraft Y was short final runway 22. X missed the hold line at taxiway F, possibly due to partial obscuration from snow. Y was instructed to go around by local controller while over the numbers to runway 22 and did so, clearing X at mid-field. This event has happened at lga several times in the past due to the runway hold lines not matching runway hold lights (nighttime) and the sharp angle between taxiway F and runway 22. Also I was working cba south, cba north, cba handoff, and the cabin coordinator position combined, as well as covering the tmc position due to lack of staffing.

Title: ACFT X RWY INCURSION CAUSED ACFT Y TO GAR.
Narrative: ACFT X WAS TAXIING FOR DEP RWY 13 TO HOLD SHORT OF RWY 22 AT TXWY F. ACFT Y WAS SHORT FINAL RWY 22. X MISSED THE HOLD LINE AT TXWY F, POSSIBLY DUE TO PARTIAL OBSCURATION FROM SNOW. Y WAS INSTRUCTED TO GAR BY LCL CTLR WHILE OVER THE NUMBERS TO RWY 22 AND DID SO, CLRING X AT MID-FIELD. THIS EVENT HAS HAPPENED AT LGA SEVERAL TIMES IN THE PAST DUE TO THE RWY HOLD LINES NOT MATCHING RWY HOLD LIGHTS (NIGHTTIME) AND THE SHARP ANGLE BTWN TXWY F AND RWY 22. ALSO I WAS WORKING CBA S, CBA N, CBA HDOF, AND THE CABIN COORDINATOR POS COMBINED, AS WELL AS COVERING THE TMC POS DUE TO LACK OF STAFFING.
