Narrative:
Aircraft experienced a failure of #3 pneumatic system immediately after takeoff. With failure, wing anti-ice was unavailable. Decision was made to dump fuel and return to departure airport. In order to preclude wing icing, airspeed was increased above 250 KT speed limit (below 10000 ft) to raise tat above 0 degrees C. In our rush to complete emergency procedures, we did not inform ATC of the higher speed that we were flying. This information might have been helpful to ATC. Fuel was dumped. Aircraft departed icing conditions, and an uneventful normal landing was made.

Title: AN ACR WDB HAD TO DUMP FUEL AND RETURN LAND WITH AN ACFT EQUIP PROB #3 PNEUMATIC SYS FAILURE.
Narrative: ACFT EXPERIENCED A FAILURE OF #3 PNEUMATIC SYS IMMEDIATELY AFTER TKOF. WITH FAILURE, WING ANTI-ICE WAS UNAVAILABLE. DECISION WAS MADE TO DUMP FUEL AND RETURN TO DEP ARPT. IN ORDER TO PRECLUDE WING ICING, AIRSPD WAS INCREASED ABOVE 250 KT SPD LIMIT (BELOW 10000 FT) TO RAISE TAT ABOVE 0 DEGS C. IN OUR RUSH TO COMPLETE EMER PROCS, WE DID NOT INFORM ATC OF THE HIGHER SPD THAT WE WERE FLYING. THIS INFO MIGHT HAVE BEEN HELPFUL TO ATC. FUEL WAS DUMPED. ACFT DEPARTED ICING CONDITIONS, AND AN UNEVENTFUL NORMAL LNDG WAS MADE.
