Narrative:
Captain flying border 4 departure SID. Both of us had the mzb 096 degree radial tuned in. Controller assigned a 090 degree heading to intercept the SID. As the CDI needle centered, I tuned in the pgy 069 degree radial for the ipl transition. At that time the controller said we were south of course and turn to a 050 degree heading to rejoin the SID. The winds were reported to be over 100 KTS at altitude and out of the north. The initial 090 degree heading was apparently not enough to get us on the mzb 096 degree radial. It would have helped if one of us had pgy tuned up right away.

Title: FLC OF S80 ON SID DOES NOT COMPENSATE FOR STRONG WINDS AND FAIL TO INTERCEPT A RADIAL FOR THE TRANSITION. CTLR ISSUES A VECTOR TO REJOIN THE SID.
Narrative: CAPT FLYING BORDER 4 DEP SID. BOTH OF US HAD THE MZB 096 DEG RADIAL TUNED IN. CTLR ASSIGNED A 090 DEG HDG TO INTERCEPT THE SID. AS THE CDI NEEDLE CTRED, I TUNED IN THE PGY 069 DEG RADIAL FOR THE IPL TRANSITION. AT THAT TIME THE CTLR SAID WE WERE S OF COURSE AND TURN TO A 050 DEG HDG TO REJOIN THE SID. THE WINDS WERE RPTED TO BE OVER 100 KTS AT ALT AND OUT OF THE N. THE INITIAL 090 DEG HDG WAS APPARENTLY NOT ENOUGH TO GET US ON THE MZB 096 DEG RADIAL. IT WOULD HAVE HELPED IF ONE OF US HAD PGY TUNED UP RIGHT AWAY.
