Narrative:
Aircraft were coming in high and fast from ZOB (hopkins sector), 16000 ft and below, when they should have been at 10000 ft (jets) and propellers at 9000 ft. As a result of the non compliance with the LOA, the arrs were high and fast (350 KTS and greater) and when they finally got slowed down, they were still too high and out of position and caused conflicts with departing traffic trying to climb above them.

Title: RPTR CLAIMS ARRS FROM CTR WERE COMING IN HIGH AND FAST, NOT IN ACCORDANCE WITH THE LOA, CAUSING A LOSS OF SEPARATION BTWN A DEP AND AN ARR.
Narrative: ACFT WERE COMING IN HIGH AND FAST FROM ZOB (HOPKINS SECTOR), 16000 FT AND BELOW, WHEN THEY SHOULD HAVE BEEN AT 10000 FT (JETS) AND PROPS AT 9000 FT. AS A RESULT OF THE NON COMPLIANCE WITH THE LOA, THE ARRS WERE HIGH AND FAST (350 KTS AND GREATER) AND WHEN THEY FINALLY GOT SLOWED DOWN, THEY WERE STILL TOO HIGH AND OUT OF POS AND CAUSED CONFLICTS WITH DEPARTING TFC TRYING TO CLB ABOVE THEM.
