Narrative:
Taxiing out, dark, wet and recently deiced (some fluid on windshield further restricting visibility), had to make a turn to move through a tight gap between 2 aircraft. Contact made between our wingtip and parked aircraft's rudder. Construction at airport for a new car park has meant reduced ramp space for commuters parking. Airport authority/authorized have not allocated sufficient space for the number of aircraft that overnight. WX conditions: dark, raining and deicing in effect. Captain unable to see properly in these conditions. Judgement error on marshaller's part. He was signaling to taxi forward, and was off to the left watching the wingtip. As first officer, I was watching the starboard wingtip (for the D328) and do not know if a separate person was watching the left wingtip other than marshaller.

Title: A DH8 ON TAXI OUT FROM THE GATE WITH GUIDANCE STRUCK A PARKED DH8 INCURRING DAMAGE TO BOTH ACFT. TAXIING ACFT HAD WINGTIP DAMAGE AND PARKED ACFT HAD RUDDER DAMAGE.
Narrative: TAXIING OUT, DARK, WET AND RECENTLY DEICED (SOME FLUID ON WINDSHIELD FURTHER RESTRICTING VISIBILITY), HAD TO MAKE A TURN TO MOVE THROUGH A TIGHT GAP BTWN 2 ACFT. CONTACT MADE BTWN OUR WINGTIP AND PARKED ACFT'S RUDDER. CONSTRUCTION AT ARPT FOR A NEW CAR PARK HAS MEANT REDUCED RAMP SPACE FOR COMMUTERS PARKING.
