Narrative:

Illegal passage on final. We were flying the FMS bridge runway 28R approach into sfo. Approach advised us of an aircraft being vectored behind us for the visual to runway 28L. At about 1100 ft AGL we got a TCASII RA to descend, we complied. I looked over my shoulder and saw air carrier Y slowly passing us. By then the RA had stopped because we were below 1000 ft. It says in the notes page that widebody transport's and B757's cannot overtake aircraft. Air carrier Y was either vectored too close in or he did not know about this rule. Supplemental information from acn 441404: on arrival in the sfo area we were cleared for the FMS bridge visual runway 28R approach. Air carrier Y was cleared for approach on runway 28L and intercepted the final just behind us. The commercial pages say that large aircraft and B757 aircraft are not to pass aircraft on adjacent finals but air carrier Y did. At about 1.5 mi on final they had closed the distance on us enough that the TCASII issued an RA and continued to issue RA until short final. We continued the approach in VFR conditions and maintaining visual on air carrier Y. After landing, tower was advised of the problem and then ground when we switched to their frequency. We requested a phone number for the tower so we could discuss it with them in person but they were unwilling to give us the number. We asked our operations to get the number but they never did. Finally, the captain was able to get a tower supervisor on the radio and he finally gave us a phone number to talk on. Over the phone, the captain explained the problem and we moved on.

WE REQUESTED A PHONE NUMBER FOR THE TWR SO WE COULD DISCUSS IT WITH THEM IN PERSON BUT THEY WERE UNWILLING TO GIVE US THE NUMBER. WE ASKED OUR OPS TO GET THE NUMBER BUT THEY NEVER DID. FINALLY, THE CAPT WAS ABLE TO GET A TWR SUPVR ON THE RADIO AND HE FINALLY GAVE US A PHONE NUMBER TO TALK ON. OVER THE PHONE, THE CAPT EXPLAINED THE PROB AND WE MOVED ON.
