Narrative:

Antiskid failed on gear down. Accomplished checklist. Landed antiskid off per checklist. On landing, left reverser was late to come out. I had to store and redeploy, at which time both reversers deployed correctly. On landing roll, blew four main tires resulting in damage to wheels and brakes. Airplane was stopped on runway on centerline, resulting in runway being closed for almost 4 hours while aircraft was removed from runway. Conditions on landing were turbulence, wind shear and gusty winds. Reported winds 'estimated 340 degrees at 18 gusting to 28.' wind shear alerts in progress. Reported loss of 10 KTS and gains of 10 KTS on final reported by several aircraft. Approach was normal and stabilized. Callback conversation with reporter revealed the following information: crew was flying a challenger 601-38 aircraft. Pilot reports that even though the anti skid switch was placed in the off position the wheels never unlocked. Skid marks were evident from wheel touchdown until the tires blew. The factory maintenance personnel did a complete change of all aircraft components, replaced the brakes, wheels and tires. No further problems have been encountered. The pilot states that nothing positive was found with the aircraft of the removed components. He was complimentary or the support provided by the factory.
