Narrative:
On runway 21 ILS to smx, crew recalls contacting tower and then tower instructing crew to report the OM inbound and cleared to land. Crew rogered and proceeded with the approach to minimums with an uneventful landing. After landing, smx tower mentioned that the crew forgot to report the OM inbound. Upon receiving departure clearance for return to lax, tower also mentioned that the crew had landed without clearance. Contributing factors and human performance considerations: although stabilized on the approach, the crew may have been task saturated and forgot to report the OM inbound. Both the PF and PNF were under the impression that the landing clearance was given with the initial call-up and instructions to report the OM inbound. PNF stated 'cleared to land' when PF called '500 ft to minimums' in accordance with company SOP. The PF agreed with the 'cleared to land' callout.

CONTRIBUTING FACTORS AND HUMAN PERFORMANCE CONSIDERATIONS: ALTHOUGH STABILIZED ON THE APCH, THE CREW MAY HAVE BEEN TASK SATURATED AND FORGOT TO RPT THE OM INBOUND. BOTH THE PF AND PNF WERE UNDER THE IMPRESSION THAT THE LNDG CLRNC WAS GIVEN WITH THE INITIAL CALL-UP AND INSTRUCTIONS TO RPT THE OM INBOUND.
