Narrative:

While making multiple touch and go lndgs on runway 27, I turned left base, a small jet turned from the taxiway onto the runway never stopping at the hold short line. He had plenty of time to depart but instead only went into a position and hold location. I continued down final still expecting him to move forward for takeoff. Since he did not move I assumed he had seen me on final and was waiting for me to land. I flew off to the side as I went by the plane. I continued on past the plane. As he did not move, I elected to continue making a very abbreviated touch and go. I could check his position until the last few seconds as I have full view over the tail. I was mid field on the downwind before the jet started his takeoff roll. I could have aborted the landing safely at any time should the plane have moved from its position. At no time did I feel an unsafe condition existed. I also look back at the situation and realized I should have aborted the landing altogether. After landing to get fuel I was informed by a man in the lobby that the jet pilot was upset because I was not making radio position reports. This man had apparently talked to the jet pilot on the unicom radio. My opinion in retrospect was the jet had not made a thorough visual of the landing pattern and had elected to taxi onto the runway to perform his pre takeoff checklist as the jet remained in position for approximately 4 to 5 minutes. This airport has a control tower, but it is not in operation. This may lead someone always flying from large controlled fields to be less observant for non radio aircraft when flying in and out of smaller non controlled airports. This man has been a learning experience for me and I hope also for the pilot of the jet to make further flying at uncontrolled airports safer. Callback conversation with reporter revealed the following information: the reporter did not provide much information beyond his original narrative due to the extended time since the incident that occurred in july of 2000. His primary concern seemed to be that the small jet spent an extended amount of time in position on the runway. This caused a situation that led him to make, what he termed, a faulty decision to over fly the jet for a quick touch and go on the occupied runway.

Title: SMALL SINGLE ENGINE ACFT APCHS AND PERFORMS A TOUCH AND GO OVER A SMALL TURBINE ACFT HOLDING ON THE RWY AT AN UNCONTROLLED ARPT.

Narrative: WHILE MAKING MULTIPLE TOUCH AND GO LNDGS ON RWY 27, I TURNED L BASE, A SMALL JET TURNED FROM THE TXWY ONTO THE RWY NEVER STOPPING AT THE HOLD SHORT LINE. HE HAD PLENTY OF TIME TO DEPART BUT INSTEAD ONLY WENT INTO A POS AND HoLD LOCATION. I CONTINUED DOWN FINAL STILL EXPECTING HIM TO MOVE FORWARD FOR TKOF. SINCE HE DID NOT MOVE I ASSUMED HE HAD SEEN ME ON FINAL AND WAS WAITING FOR ME TO LAND. I FLEW OFF TO THE SIDE AS I WENT BY THE PLANE. I CONTINUED ON PAST THE PLANE. AS HE DID NOT MOVE, I ELECTED TO CONTINUE MAKING A VERY ABBREVIATED TOUCH AND GO. I COULD CHECK HIS POS UNTIL THE LAST FEW SECONDS AS I HAVE FULL VIEW OVER THE TAIL. I WAS MID FIELD ON THE DOWNWIND BEFORE THE JET STARTED HIS TKOF ROLL. I COULD HAVE ABORTED THE LNDG SAFELY AT ANY TIME SHOULD THE PLANE HAVE MOVED FROM ITS POS. AT NO TIME DID I FEEL AN UNSAFE CONDITION EXISTED. I ALSO LOOK BACK AT THE SIT AND REALIZED I SHOULD HAVE ABORTED THE LNDG ALTOGETHER. AFTER LNDG TO GET FUEL I WAS INFORMED BY A MAN IN THE LOBBY THAT THE JET PLT WAS UPSET BECAUSE I WAS NOT MAKING RADIO POS RPTS. THIS MAN HAD APPARENTLY TALKED TO THE JET PLT ON THE UNICOM RADIO. MY OPINION IN RETROSPECT WAS THE JET HAD NOT MADE A THOROUGH VISUAL OF THE LNDG PATTERN AND HAD ELECTED TO TAXI ONTO THE RWY TO PERFORM HIS PRE TKOF CHECKLIST AS THE JET REMAINED IN POS FOR APPROX 4 TO 5 MINUTES. THIS ARPT HAS A CONTROL TOWER, BUT IT IS NOT IN OP. THIS MAY LEAD SOMEONE ALWAYS FLYING FROM LARGE CONTROLLED FIELDS TO BE LESS OBSERVANT FOR NON RADIO ACFT WHEN FLYING IN AND OUT OF SMALLER NON CONTROLLED ARPTS. THIS MAN HAS BEEN A LEARNING EXPERIENCE FOR ME AND I HOPE ALSO FOR THE PLT OF THE JET TO MAKE FURTHER FLYING AT UNCONTROLLED ARPTS SAFER. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR DID NOT PROVIDE MUCH INFO BEYOND HIS ORIGINAL NARRATIVE DUE TO THE EXTENDED TIME SINCE THE INCIDENT THAT OCCURRED IN JULY OF 2000.
