Narrative:
We were on the VOR-a approach at smo and had descended to 1110 ft MSL -- the MDA for that section of the approach. The tower said they had a low altitude alert on us. We advised them of our altitude, and they said our descent rate may have set off their low altitude alarm on the radar even though we weren't below the published descent altitude.

Title: A BE20 FLC IS ADVISED OF A LOW ALT ALERT FROM SCT TRACON WHICH TURNED OUT TO BE A FALSE ALARM 5 MI FROM SMO, CA.
Narrative: WE WERE ON THE VOR-A APCH AT SMO AND HAD DSNDED TO 1110 FT MSL -- THE MDA FOR THAT SECTION OF THE APCH. THE TWR SAID THEY HAD A LOW ALT ALERT ON US. WE ADVISED THEM OF OUR ALT, AND THEY SAID OUR DSCNT RATE MAY HAVE SET OFF THEIR LOW ALT ALARM ON THE RADAR EVEN THOUGH WE WEREN'T BELOW THE PUBLISHED DSCNT ALT.
