Narrative:
We were en route to lanair (hny) airport to do some practice approachs. We were on a VFR flight plan. We also requested and received VFR advisories from ZHN. The sky was clear and there was not traffic in the area. We told ZHN that our intentions were to do multiple approachs in VFR conditions. We did not request an IFR clearance. ZHN told us that we were not approved to do approach into hny since we did not have approved WX information. I told him that we were going to conduct operations in VFR and only wanted VFR advisories. He kept denying us stating that we needed approved WX to do this procedure in class G airspace. Furthermore, he said that we should have just squawked 1200 and not talked to anybody which would have been perfectly legal. However, since we talked to him, we were not allowed to do the same thing. This doesn't make sense. Although it is true we could have done 1200 and not talked to anyone, I thought it would be better to keep center informed in case there was traffic. Apparently center prefers that we not use them for advisories. Many other pilots have had similar experiences.

Title: C414 PLT WAS DENIED APPROVAL BY ZHN TO TAKE MULTIPLE PRACTICE VFR APCHS AT LANAI BECAUSE THE UNCTLED ARPT DID NOT HAVE APPROVED WX MINIMUMS.
Narrative: WE WERE ENRTE TO LANAIR (HNY) ARPT TO DO SOME PRACTICE APCHS. WE WERE ON A VFR FLT PLAN. WE ALSO REQUESTED AND RECEIVED VFR ADVISORIES FROM ZHN. THE SKY WAS CLR AND THERE WAS NOT TFC IN THE AREA. WE TOLD ZHN THAT OUR INTENTIONS WERE TO DO MULTIPLE APCHS IN VFR CONDITIONS. WE DID NOT REQUEST AN IFR CLRNC. ZHN TOLD US THAT WE WERE NOT APPROVED TO DO APCH INTO HNY SINCE WE DID NOT HAVE APPROVED WX INFO. I TOLD HIM THAT WE WERE GOING TO CONDUCT OPS IN VFR AND ONLY WANTED VFR ADVISORIES. HE KEPT DENYING US STATING THAT WE NEEDED APPROVED WX TO DO THIS PROC IN CLASS G AIRSPACE. FURTHERMORE, HE SAID THAT WE SHOULD HAVE JUST SQUAWKED 1200 AND NOT TALKED TO ANYBODY WHICH WOULD HAVE BEEN PERFECTLY LEGAL. HOWEVER, SINCE WE TALKED TO HIM, WE WERE NOT ALLOWED TO DO THE SAME THING. APPARENTLY CTR PREFERS THAT WE NOT USE THEM FOR ADVISORIES. MANY OTHER PLTS HAVE HAD SIMILAR EXPERIENCES.
