Narrative:
On approximately 3 mi final approach to runway 30L at stl another plane taxied onto runway and took off. We had to go around because plane taking off did not clear runway in time. Had to ask tower what to do. They then said go around, but no instructions given. Then had to ask for missed approach procedure. Then was given heading and altitude. I think plane taking off did receive clearance from tower but was slow going into position and taking off.

Title: AN LGT CREW WAS GIVEN A GAR AT STL WHEN DEPARTING ACFT DID NOT CLR RWY IN TIME.
Narrative: ON APPROX 3 MI FINAL APCH TO RWY 30L AT STL ANOTHER PLANE TAXIED ONTO RWY AND TOOK OFF. WE HAD TO GO AROUND BECAUSE PLANE TAKING OFF DID NOT CLR RWY IN TIME. HAD TO ASK TWR WHAT TO DO. THEY THEN SAID GO AROUND, BUT NO INSTRUCTIONS GIVEN. THEN HAD TO ASK FOR MISSED APCH PROC. THEN WAS GIVEN HDG AND ALT. I THINK PLANE TAKING OFF DID RECEIVE CLRNC FROM TWR BUT WAS SLOW GOING INTO POS AND TAKING OFF.
