Narrative:
I work tower with radar- 5 NM radius airspace at and below 025. This airspace is surrounded by maui approach-worked by honolulu cerap-now at 'hcf.' they are supposed to provide the sequence but, due to terrain and our lrac duties, the approach control often 'jams' us and 'dumps' their sequencing and separation duties on us. We need a final approach sector at our tracab-with 15 miles (radius). (Or nor radar duties at all). Details: with air carrier X on visual approach on a 'modified left base,' the approach controller slowed air carrier Y and shipped in conflict without sufficient space to follow. I was busy at the time working local, ground, lrac (always combined)-otherwise I would not have allowed myself to be jammed. I barely maintained min separation and air carrier X had to go around. Callback conversation with reporter revealed the following information: reporter states that there is recurrent sequencing problems by hnl cerap. Reporter suggests a change in delegated airspace, that ogg be delegated sufficient airspace to provide their own sequencing and the airspace to provide service to other airport's on maui. The reporter advised a radar site is located on the island with sufficient controller and mntnc personnel. Airspace redelegation would allow the new hcf (honolulu control facility-hnl cerap) to focus on the greater inter island traffic picture, while allowing local traffic sequencing to local controller's
