Narrative:
Departed atl scheduled passenger flight atl-pit. Deviating on departure and VFR climb out for WX (thunderstorms, rain) we did experience light to occasional moderate chop/turbulence during WX avoidance. About FL230-FL240, the 'B' flight attendant in aft galley called the cockpit reporting the 'C' flight attendant was hurt and had fallen down with a broken ankle (compound fracture) and was 'bleeding' excessively. Declared medical emergency with center and returned to atl airport. Requested ambulance/priority vectoring to expedite return to field, from ATC. On approach, with tower, again requested medical assistance (ambulance) to meet us at gate. On arrival at gate, it took 3 mins to get the jetway up to the aircraft, and we waited at least 10 mins for ambulance to arrive at aircraft. Flight attendant treated and taken to area hospital. All FARS and company policies complied with! Supplemental information from acn 513266: after sanitation, and servicing including replenishment of all medical kits, flight continued to pit with 2 substitute flight attendants. 'B' flight attendant accompanied injured 'C' flight attendant to hospital.
