Narrative:

Taxi via taxiway P, taxiway east, hold short runway 22, then cleared across runway 22 right to gate via taxiway a, following a carj. On ramp in front of terminal, I came to a halt behind rj with #2 engine shut down and flaps retracted. On power up, jetblast from operating engine peeled up portion of ramp. Normal breakaway thrust was used. Horizontal stabilizer leading edge sustained sheet metal damage due to FOD. Upon subsequent inspection of ramp, I was able to peel up large sections (8 X 8) with the toe of my shoe. Suspect unstable paving.

Title: MLG SUSTAINED FOD TO THE HORIZ STABILIZER LEADING EDGE BY THE RAMP PAVEMENT TORN LOOSE BY THE JETBLAST OF A PRECEDING CL65 ACFT DURING PWR-UP FOR TAXI OUT.

Narrative: TAXI VIA TXWY P, TXWY E, HOLD SHORT RWY 22, THEN CLRED ACROSS RWY 22 R TO GATE VIA TXWY A, FOLLOWING A CARJ. ON RAMP IN FRONT OF TERMINAL, I CAME TO A HALT BEHIND RJ WITH #2 ENG SHUT DOWN AND FLAPS RETRACTED. ON PWR UP, JETBLAST FROM OPERATING ENG PEELED UP PORTION OF RAMP. NORMAL BREAKAWAY THRUST WAS USED. HORIZ STABILIZER LEADING EDGE SUSTAINED SHEET METAL DAMAGE DUE TO FOD. UPON SUBSEQUENT INSPECTION OF RAMP, I WAS ABLE TO PEEL UP LARGE SECTIONS (8 X 8) WITH THE TOE OF MY SHOE. SUSPECT UNSTABLE PAVING.
