Narrative:
I was the first officer PF during a flight to phx. Flight plan had us on the buntr 1 (buntr.BUNTR1) arrival into phx. At slider we were cleared by ATC to cross homrr intersection at 12000 ft. Both the captain and I had previously reviewed the approach chart and recalled seeing expect to cross homrr at 250 KTS and 12000 ft. As a result, we crossed homrr at approximately 290 KTS and 12000 ft. ATC then cleared us down to 8000 ft. I dialed into the MCP and began slowing to 250 KTS. ATC then called and asked us our speed. We said we were at 280 KTS and slowing. ATC then asked if we were assigned a speed by ATC. We replied negative. ATC then stated to us that the procedure was to cross homrr at 250 KTS. The captain and I reviewed the chart again and realized that the chart stated to cross homrr at 250 KTS, and expect 12000 ft. We were handed off to approach and completed the rest of the flight without incident. The cause of this incident was that we saw 'expect' on the chart and thought it applied to both the speed and the altitude. A contributing factor was that there was no speed/altitude restr at homrr in the FMC.

Narrative: I WAS THE FO PF DURING A FLT TO PHX. FLT PLAN HAD US ON THE BUNTR 1 (BUNTR.BUNTR1) ARR INTO PHX. AT SLIDER WE WERE CLRED BY ATC TO CROSS HOMRR INTXN AT 12000 FT. BOTH THE CAPT AND I HAD PREVIOUSLY REVIEWED THE APCH CHART AND RECALLED SEEING EXPECT TO CROSS HOMRR AT 250 KTS AND 12000 FT. AS A RESULT, WE CROSSED HOMRR AT APPROX 290 KTS AND 12000 FT. ATC THEN CLRED US DOWN TO 8000 FT. I DIALED INTO THE MCP AND BEGAN SLOWING TO 250 KTS. ATC THEN CALLED AND ASKED US OUR SPD. WE SAID WE WERE AT 280 KTS AND SLOWING. A CONTRIBUTING FACTOR WAS THAT THERE WAS NO SPD/ALT RESTR AT HOMRR IN THE FMC.
