Narrative:

Inbound on ILS runway 9R at tmb, level at 2000 ft, student under hood on practice ILS approach. Working mia approach with discrete transponder code. Cherokee warrior passed to right, apparently on ILS practice approach, 20 to right, 10 ft below. Approach had given transition to tmb tower 118.9 -- tmb was using 134.6. I had made the switch to tmb 134.6 and was monitoring 118.9 on communication #2. Heard no call to other aircraft by approach or tmb tower of my aircraft and tmb called the other aircraft to me as it passed to my right and crossed in front of me from right to left. Tmb tower 'has poor/no radar coverage in that area' according to a post-event call to tmb tower chief, who said a NOTAM exists to that effect. A call to mia automated FSS and a review of my commercial chart NOTAMS revealed no such NOTAM. The other aircraft was behind me (5:30 O'clock position) and descending, so I could not have spotted it unless I had reason to look almost directly aft and slight right. Suggest mia approach and tmb tower agree on which frequency is in use at tmb -- other aircraft may have been on 118.9. If 'poor radar coverage' really exists, issue NOTAM and move radar coverage. If not, keep controllers being trained at tmb off the mke at peak traffic periods, wkends, between XA00 and approximately XF00.
