Narrative:
ILS approach to myf. Storm front coming in, radio traffic intense. Successful landing, told to hold short of left runway and remain on frequency. Repeated and complied. Waited approximately 5 mins. Tower said continue. I either did not hear holding or he was stepped on. Responded aircraft X crossing runway 28L, 5-6 seconds. Crossed left runway. Nothing from tower, waited left runway. Nothing from tower. Waited additional 3-4 mins, zero from tower. Went to ground. Asked me to call tower when able. Was told I crossed without permission. Supplemental information from acn 549225: I instructed cessna to hold short of runway 28L and the aircraft held, but was edging too close to the parallel runway. So I told the cessna to continue holding and he read back roger crossing. The cessna crossed while a cherokee was on a landing roll.

Title: CESSNA 185 PLT BELIEVED THAT THE CTLR CLRED HIM TO CROSS RWY AFTER HOLDING, CAUSING LTSS WITH A PIPER PA28 THAT WAS ON LNDG ROLLOUT.
Narrative: ILS APCH TO MYF. STORM FRONT COMING IN, RADIO TFC INTENSE. SUCCESSFUL LNDG, TOLD TO HOLD SHORT OF L RWY AND REMAIN ON FREQ. REPEATED AND COMPLIED. WAITED APPROX 5 MINS. TWR SAID CONTINUE. I EITHER DID NOT HEAR HOLDING OR HE WAS STEPPED ON. RESPONDED ACFT X XING RWY 28L, 5-6 SECONDS. CROSSED L RWY. NOTHING FROM TWR, WAITED L RWY. NOTHING FROM TWR. WAITED ADDITIONAL 3-4 MINS, ZERO FROM TWR. WENT TO GND. ASKED ME TO CALL TWR WHEN ABLE. WAS TOLD I CROSSED WITHOUT PERMISSION.
