Narrative:

It was during a slow descent (200-300 FPM) from 12000 ft to 6000 ft (the assigned altitude at pilot's discretion by ATC) on an IFR flight, that I busted the assigned 6000 ft altitude. I was engaged in a conversation with my passenger that I failed to recognize passing through my altitude of 6000 ft, at 5750 ft (250 ft) below my altitude. The other problem was that I reset my altimeter closer to my destination rather than using (sux) sioux city approach's altimeter at the time. I recall my destination's altimeter (ykn's WX)was about (.1
