Narrative:
Air carrier X at FL290 was vectored away from pmm sector. Air carrier X was issued direct to yqg VOR and descent to FL240. Air carrier Y at FL280 was traffic. I noticed aircraft coming close and issued clearance to clean up the situation, but action was too late. Supplemental information from acn 598047: when controller issued descent to FL240 I did a traffic search. It was good but due to high winds, aircraft #2 was faster than normal.

Title: AN E145 CREW ON AN ARR TO LGA AT FL280 WAS GIVEN AN EXPEDITED DSCNT CLRNC BY A ZOB CTLR BECAUSE OF TFC GOING TO ORD. SEPARATION WAS LOST WHEN THE CREW WAS UNABLE TO LEVEL IN TIME AT FL220.
Narrative: ACR X AT FL290 WAS VECTORED AWAY FROM PMM SECTOR. ACR X WAS ISSUED DIRECT TO YQG VOR AND DSCNT TO FL240. ACR Y AT FL280 WAS TFC. I NOTICED ACFT COMING CLOSE AND ISSUED CLRNC TO CLEAN UP THE SIT, BUT ACTION WAS TOO LATE. SUPPLEMENTAL INFO FROM ACN 598047: WHEN CTLR ISSUED DSCNT TO FL240 I DID A TFC SEARCH. IT WAS GOOD BUT DUE TO HIGH WINDS, ACFT #2 WAS FASTER THAN NORMAL.
