Narrative:
Our clearance was 'cleared direct mol passing FL290, cleared to maintain FL270. This was issued by ZDC. As we were descending through FL280 proceeding to mol VOR, TCASII showed climbing traffic at 12 O'clock and center instructed us to turn 30 degrees left. As I began the turn, we received an RA to climb (our altitude was about FL278 and descending). I arrested the descent and banked the aircraft past 60 degrees of bank to the new heading issued by ATC. We then heard 'clear of conflict' message from TCASII. We then asked ATC what had happened and they gave us a phone number to call. About 1 hour later on our return leg, I had an opportunity to call, and I spoke to an ARTCC supervisor about the event. He advised me that he had reviewed the tapes and that standard separation had been lost due to controller error. He said that he was generating paperwork on the event, but said that no action would be required by the flight crew.
Original NASA ASRS Text
Title: A FALCON 50 FLT CREW RECEIVED A TCASII RA ON DSCNT TO FL270 UNDER ZDC CTL. TCASII RA WAS THE RESULT OF A CTLR SEPARATION ERROR.
Narrative: OUR CLRNC WAS 'CLRED DIRECT MOL PASSING FL290, CLRED TO MAINTAIN FL270. THIS WAS ISSUED BY ZDC. AS WE WERE DSNDING THROUGH FL280 PROCEEDING TO MOL VOR, TCASII SHOWED CLBING TFC AT 12 O'CLOCK AND CTR INSTRUCTED US TO TURN 30 DEGS L. AS I BEGAN THE TURN, WE RECEIVED AN RA TO CLB (OUR ALT WAS ABOUT FL278 AND DSNDING). I ARRESTED THE DSCNT AND BANKED THE ACFT PAST 60 DEGS OF BANK TO THE NEW HDG ISSUED BY ATC. WE THEN HEARD 'CLR OF CONFLICT' MESSAGE FROM TCASII. WE THEN ASKED ATC WHAT HAD HAPPENED AND THEY GAVE US A PHONE NUMBER TO CALL. ABOUT 1 HR LATER ON OUR RETURN LEG, I HAD AN OPPORTUNITY TO CALL, AND I SPOKE TO AN ARTCC SUPVR ABOUT THE EVENT. HE ADVISED ME THAT HE HAD REVIEWED THE TAPES AND THAT STANDARD SEPARATION HAD BEEN LOST DUE TO CTLR ERROR. HE SAID THAT HE WAS GENERATING PAPERWORK ON THE EVENT, BUT SAID THAT NO ACTION WOULD BE REQUIRED BY THE FLT CREW.
