Narrative:
The E135 was descending to FL200, its cleared altitude. The B777 was climbing to FL190, its cleared altitude. Due to several other ATC functions, TA's were not issued. The B777 had a TCAS RA to descend, the E135 had a TCAS RA to climb. Standard separation was not lost.

Title: ZBW CTLR FAILED TO ISSUE TFC TO CLBING AND DSNDING ACFT THAT RESULTED IN TCAS RA.
Narrative: THE E135 WAS DSNDING TO FL200, ITS CLRED ALT. THE B777 WAS CLBING TO FL190, ITS CLRED ALT. DUE TO SEVERAL OTHER ATC FUNCTIONS, TA'S WERE NOT ISSUED. THE B777 HAD A TCAS RA TO DSND, THE E135 HAD A TCAS RA TO CLB. STANDARD SEPARATION WAS NOT LOST.
