Narrative:
Aircraft #1 was told he needed to be level at FL330 in 15-20 mi for opposite direction aircraft #2 at FL310. He said he could do that, but then stopped his climb at FL320 without telling me. I noticed the lack of climb in the data block and asked him his altitude, then descended the other aircraft (#2) and turned #1 aircraft 30 degrees left.

Title: ZLA CTLR EXPERIENCED OPERROR AT FL320 WITH CLBING AND ENRTE ACFT.
Narrative: ACFT #1 WAS TOLD HE NEEDED TO BE LEVEL AT FL330 IN 15-20 MI FOR OPPOSITE DIRECTION ACFT #2 AT FL310. HE SAID HE COULD DO THAT, BUT THEN STOPPED HIS CLB AT FL320 WITHOUT TELLING ME. I NOTICED THE LACK OF CLB IN THE DATA BLOCK AND ASKED HIM HIS ALT, THEN DSNDED THE OTHER ACFT (#2) AND TURNED #1 ACFT 30 DEGS L.
