Narrative:
During a climb to 11000 ft, the glex was slow in turning. I issued an altitude restr of 10000 ft. The glex climbed to 10600 ft before descending. Supplemental information from acn 638198: aircraft #1 issued direct sjb, and the pilot acknowledged the instruction. About 1 min later, I noticed that the aircraft still had not turned, so I alerted the other controller who immediately turned the aircraft again.

Title: PHL APCH CTLR OBSERVED A SLOW TURNING ACFT APCHING 10600 FT, ISSUED AN INTERIM ALT, BUT TOO LATE TO MAINTAIN SEPARATION.
Narrative: DURING A CLB TO 11000 FT, THE GLEX WAS SLOW IN TURNING. I ISSUED AN ALT RESTR OF 10000 FT. THE GLEX CLBED TO 10600 FT BEFORE DSNDING. SUPPLEMENTAL INFO FROM ACN 638198: ACFT #1 ISSUED DIRECT SJB, AND THE PLT ACKNOWLEDGED THE INSTRUCTION. ABOUT 1 MIN LATER, I NOTICED THAT THE ACFT STILL HAD NOT TURNED, SO I ALERTED THE OTHER CTLR WHO IMMEDIATELY TURNED THE ACFT AGAIN.
