Narrative:

During a climb to 11000 ft, the glex was slow in turning. I issued an altitude restr of 10000 ft. The glex climbed to 10600 ft before descending. Supplemental information from acn 638198: aircraft #1 issued direct sjb, and the pilot acknowledged the instruction. About 1 min later, I noticed that the aircraft still had not turned, so I alerted the other controller who immediately turned the aircraft again.
