Narrative:

Ferry flight from pbi to apf. CE560XL was overflown by a small twin by 50 ft. Taxi clearance from signature at pbi: CE560XL taxi to runway 9L; taxiway east; taxiway F; taxiway left hold short of runway 9L. I repeated the clearance and I complied with it. During the taxi on taxiway F; I noticed a small twin engine aircraft taking off on runway 9R. The aircraft had already rotated and was airborne with gear retracted. The aircraft overflow us at about 50 ft. At that time my copilot; who was taxiing the aircraft; radioed the ground controller telling him to inform the pilot of the small twin not to turn so soon. The ground controller replied ok. My copilot was under the impression that the small twin took off from runway 9L. I informed him that the aircraft took off from runway 9R. I repeated the taxi clearance to my copilot and asked him if he agreed if it was correct. He replied that it was correct to hold short of runway 9L. No other radio communications regarding the incident were discussed after that. What I believed happened is that the ground controller gave us an incorrect taxi clearance. He must have meant to say hold short of runway 9R vice 9L. However; I repeated and complied with the clearance he had given us. There is no hold short line for runway 9R on taxiway F while taxiing northwest. There is a hold short line after taxiway left in the opposite direction.

I REPEATED THE CLRNC AND I COMPLIED WITH IT. DURING THE TAXI ON TXWY F; I NOTICED A SMALL TWIN ENG ACFT TAKING OFF ON RWY 9R. THE ACFT HAD ALREADY ROTATED AND WAS AIRBORNE WITH GEAR RETRACTED. THE ACFT OVERFLOW US AT ABOUT 50 FT. AT THAT TIME MY COPLT; WHO WAS TAXIING THE ACFT; RADIOED THE GND CTLR TELLING HIM TO INFORM THE PLT OF THE SMALL TWIN NOT TO TURN SO SOON. THE GND CTLR REPLIED OK. MY COPLT WAS UNDER THE IMPRESSION THAT THE SMALL TWIN TOOK OFF FROM RWY 9L. I INFORMED HIM THAT THE ACFT TOOK OFF FROM RWY 9R. I REPEATED THE TAXI CLRNC TO MY COPLT AND ASKED HIM IF HE AGREED IF IT WAS CORRECT. HE REPLIED THAT IT WAS CORRECT TO HOLD SHORT OF RWY 9L. NO OTHER RADIO COMS REGARDING THE INCIDENT WERE DISCUSSED AFTER THAT. WHAT I BELIEVED HAPPENED IS THAT THE GND CTLR GAVE US AN INCORRECT TAXI CLRNC. HE MUST HAVE MEANT TO SAY HOLD SHORT OF RWY 9R VICE 9L. HOWEVER; I REPEATED AND COMPLIED WITH THE CLRNC HE HAD GIVEN US. THERE IS NO HOLD SHORT LINE FOR RWY 9R ON TXWY F WHILE TAXIING NW. THERE IS A HOLD SHORT LINE AFTER TXWY L IN THE OPPOSITE DIRECTION.
