Narrative:
Aircraft on ground at dvo released for departure with 10 min void time. Sector is a mid stratum sector that was combined with a low altitude sector; staffed with radar and radar associate controllers. Sector was quite busy with aircraft in and out of bay area and approachs at sts airport. Also a number of aircraft awaiting clrncs and releases from CA35 and dvo airports. Radar associate did not hear the release issued by radar atcs. At some point approximately the 10 min void time I (radar controller) queried the aircraft for its position and was advised of 5 mi west of vcb inside travis approach airspace. No code was observed and travis was called. They advised radar contact and asked if aircraft was IFR. Aircraft may have checked on at some point but do not recall that to be the case; frequency was congested. Could have been corrected by issuing a 'cleared short to fix' clearance but this is generally cumbersome when busy. Pilot could have been bolder in verifying he was in radar contact. Sector could have and should have been split by the supervisor to reduce the traffic load. I was not feeling very well this morning but due to the FAA's current mode of discipline for 'sick leave abuse' where no abuse exists; I was resistant to stay home.

Title: ZOA CTLR EXPERIENCED OPDEV WHEN IDENT OF DVO DEP WAS LATE ALLOWING THE ACFT TO PENETRATE SUU AIRSPACE WITHOUT COORD.
Narrative: ACFT ON GND AT DVO RELEASED FOR DEP WITH 10 MIN VOID TIME. SECTOR IS A MID STRATUM SECTOR THAT WAS COMBINED WITH A LOW ALT SECTOR; STAFFED WITH RADAR AND RADAR ASSOCIATE CTLRS. SECTOR WAS QUITE BUSY WITH ACFT IN AND OUT OF BAY AREA AND APCHS AT STS ARPT. ALSO A NUMBER OF ACFT AWAITING CLRNCS AND RELEASES FROM CA35 AND DVO ARPTS. RADAR ASSOCIATE DID NOT HEAR THE RELEASE ISSUED BY RADAR ATCS. AT SOME POINT APPROX THE 10 MIN VOID TIME I (RADAR CTLR) QUERIED THE ACFT FOR ITS POS AND WAS ADVISED OF 5 MI W OF VCB INSIDE TRAVIS APCH AIRSPACE. NO CODE WAS OBSERVED AND TRAVIS WAS CALLED. THEY ADVISED RADAR CONTACT AND ASKED IF ACFT WAS IFR. ACFT MAY HAVE CHKED ON AT SOME POINT BUT DO NOT RECALL THAT TO BE THE CASE; FREQ WAS CONGESTED.
