Narrative:

I was informed by the FAA that I missed an overwing exit sign failure and several seat bulbs that were burned out during an a-chk inspection. I recall doing the inspection while the aircraft cleaners were performing their job. I have reviewed the check paperwork as well as my procedure. I plan to do my inspections when traffic in the cabin is gone and I can concentrate on the task. I should have waited for the cabin to be clean. The clutter of blankets and pillows in the isles; as well as the cleaners block or distract from a proper inspection.

Title: A B767 DURING AN 'A' CHK HAD THE TECHNICIAN ASSIGNED THE CABIN LIGHTING JOB CARD MISS AN OVERWING EXIT SIGN FAILURE AND SEVERAL SEAT READING BULB FAILURES.

Narrative: I WAS INFORMED BY THE FAA THAT I MISSED AN OVERWING EXIT SIGN FAILURE AND SEVERAL SEAT BULBS THAT WERE BURNED OUT DURING AN A-CHK INSPECTION. I RECALL DOING THE INSPECTION WHILE THE ACFT CLEANERS WERE PERFORMING THEIR JOB. I HAVE REVIEWED THE CHK PAPERWORK AS WELL AS MY PROC. I PLAN TO DO MY INSPECTIONS WHEN TFC IN THE CABIN IS GONE AND I CAN CONCENTRATE ON THE TASK. I SHOULD HAVE WAITED FOR THE CABIN TO BE CLEAN. THE CLUTTER OF BLANKETS AND PILLOWS IN THE ISLES; AS WELL AS THE CLEANERS BLOCK OR DISTRACT FROM A PROPER INSPECTION.
